The 2006 QCEA Conference focused on the role of the European Union in peacebuilding, within both a global and a European context.
The first part of the publication consists of two papers. The first is a review of some of the definitional issues which underlie much of the discussion we had at the conference. The second part is intended to provide a basic outline of what the European Union does in terms of external action and foreign policy. It represents a work in progress and reflects the situation in the autumn of 2006.
