In 2005 QCEA published twelve briefing papers outlining and evaluating EU responses to terrorism, and in its 2007 report “Effective Counter-Terrorism: A Critical Assessment of European Union Responses” QCEA set out a series of recommendations to policy makers. In 2011, QCEA updated these with a set of three briefing papers which included an evaluation, legal and policy framework developments, and areas of concern within EU Counter-Terrorism policy.
Briefing Paper 15 analyses the Counter-Terrorism Coordinator’s discussion papers, which are published twice a year. It follows the alterations in policy and highlights areas not prioritised.
