This briefing paper deals with the way in which the Seventh Framework Programme (FP7) of the EU has been used to fund the European Security Research Programme (ESRP). The paper deals with who has access to the ESRP and, under the Third Country Agreements and Associated Countries, how Israel manages to secure funding and include Israeli experts evaluating projects under FP7.
