Why is QCEA working on this issue?

Article 11 of the Treaty on European Union (as amended by the Lisbon Treaty) provides for a new way in which citizens can participate in EU policy-making. The Citizens’ Initiative, as it is called, allows citizens to ‘invite’ the European Commission to propose legislation if they can gather 1 million signatures from citizens in a significant number of Member States.

The European Commission has launched a public consultation on the detailed implementation of this new provision by publishing a Green Paper. The consultation is open until 31 January 2010.
